A development of the earlier Armstrong Whitworth A.W.16 fighter, the A.W. 35 Scimitar first flew on 29 April 1935. The Norwegian Army Air Service ordered four Scimitars, along with a production licence. After undergoing flight tests all four were delivered in 1936. Evaluation in Norway demonstrated that in ordered to be able to operate with skis, major modifications would be required. As a result the production licence was cancelled.

Norway operated the Scimitars as trainers and all four were undergoing maintenance during the German invasion. None could be made ready for combat before the Norwegian surrender.
